ਗਰਾਊਂਡ ਵਿਖੇ ਸ਼ਹਿਰ ਦੇ ਵਿਕਾਸ ਸਬੰਧੀ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕਰ ਰਹੇ ਸਨ ਤਾਂ ਨਿਗਮ ਦੀ ਬਿਲਡਿੰਗ ਬ੍ਰਾਂਚ ਦੀ ਟੀਮ ਗੋਪਾਲ ਨਗਰ ਵਿਖੇ ਕਾਰਵਾਈ ਕਰ ਰਹੀ ਸੀ।  ਇੱਥੇ ਬੱਤਰਾ ਪੈਲੇਸ ਦੇ ਸਾਹਮਣੇ ਬਣ ਰਹੀਆਂ 15 ਨਾਜਾਇਜ਼ ਦੁਕਾਨਾਂ ’ਤੇ ਡਿੱਚ ਚਲਾਉਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਗਏ ਸਨ।  ਏ.ਟੀ.ਪੀ ਸੁਖਦੇਵ ਵਸ਼ਿਸ਼ਟ ਸਟਾਫ਼ ਅਤੇ ਪੁਲਿਸ ਫੋਰਸ ਨਾਲ ਕਾਰਵਾਈ ਲਈ ਪਹੁੰਚੇ ਸਨ।  ਇਸ ਦੌਰਾਨ ਹੰਗਾਮਾ ਹੋ ਗਿਆ।  ਦੁਕਾਨਾਂ ਦੇ ਮਾਲਕਾਂ ਨੇ ਟੀਮ ਅੱਗੇ ਕੁੜੱਤਣ ਦਿਖਾਈ।  ਜ਼ਮੀਨਾਂ ਅਤੇ ਇਮਾਰਤਾਂ ਦੇ ਦਸਤਾਵੇਜ਼ ਦਿਖਾਏ ਪਰ ਨਿਗਮ ਟੀਮ ਦੀ ਤਸੱਲੀ ਨਹੀਂ ਹੋਈ।  ਦੁਕਾਨਾਂ 'ਤੇ ਵੱਡੇ-ਵੱਡੇ ਹਰੇ ਰੰਗ ਦੇ ਪਰਦੇ ਲਗਾ ਕੇ ਸਲੈਬਾਂ ਪਾਉਣ ਤੋਂ ਪਹਿਲਾਂ ਪੱਟੀਆਂ ਪਾਈਆਂ ਜਾ ਰਹੀਆਂ ਸਨ।  ਟੀਮ ਨੇ ਜਿਵੇਂ ਹੀ ਡਿੱਚ ਦੇ ਨਾਲ ਲੈਂਟਰ ਦੇ ਹੇਠਾਂ ਤੋਂ ਡੰਡੇ ਹਟਾਉਣੇ ਸ਼ੁਰੂ ਕੀਤੇ ਤਾਂ ਦੁਕਾਨ ਮਾਲਕਾਂ ਨੇ ਆਪਣੇ ਆਦਮੀਆਂ ਨੂੰ ਲਗਾ ਕੇ ਢਾਹੁਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ।  ਇਨ੍ਹਾਂ ਦੁਕਾਨਾਂ ਨਾਲ ਸਬੰਧਤ ਘਟਨਾਕ੍ਰਮ ਵੀਰਵਾਰ ਨੂੰ ਦਿਨ ਭਰ ਜਾਰੀ ਰਿਹਾ।  ਦੂਜੇ ਪਾਸੇ ਏਟੀਪੀ ਵਸ਼ਿਸ਼ਟ ਨੇ ਗੁੱਸੇ ਵਿੱਚ ਆਏ ਕਾਲਾ ਬੱਤਰਾ ਨੂੰ ਹੱਥ ਜੋੜ ਕੇ ਸ਼ਾਂਤ ਕੀਤਾ।  ਇਸ ਦੇ ਨਾਲ ਹੀ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਨਾਲ ਹੋਈ ਝੜਪ ਦੀ ਸੂਚਨਾ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਦੇ ਦਿੱਤੀ ਗਈ ਹੈ।

 ਗੋਪਾਲ ਨਗਰ ਵਿੱਚ ਪਹਿਲਾਂ ਦੋ ਪਾਸੇ ਖੁੱਲ੍ਹਾ ਪਲਾਟ ਸੀ।  ਫਿਰ ਇਸਦੀ ਚਾਰਦੀਵਾਰੀ ਬਣਾਈ ਗਈ।  ਪਿਛਲੇ ਕੁਝ ਦਿਨਾਂ ਤੋਂ ਇੱਥੇ ਦੁਕਾਨਾਂ ਬਣ ਰਹੀਆਂ ਸਨ।  ਜਿਸ ਨੂੰ ਨਿਗਮ ਦੀ ਬਿਲਡਿੰਗ ਸ਼ਾਖਾ ਨੇ ਇੱਕ ਦਿਨ ਪਹਿਲਾਂ ਹੀ ਬੰਦ ਕਰ ਦਿੱਤਾ ਸੀ।  ਦੁਕਾਨਾਂ ਵਿੱਚ ਲੈਂਟਰ ਪਾਉਣ ਲਈ ਬਾਰਾਂ ਵਿਛਾਉਣ ਦਾ ਕੰਮ ਜਾਰੀ ਰਿਹਾ।  ਨਿਗਮ ਦੀ ਟੀਮ ਵੀਰਵਾਰ ਸ਼ਾਮ ਕਰੀਬ 6 ਵਜੇ ਮੌਕੇ 'ਤੇ ਪਹੁੰਚੀ।  ਜਿਸ ਪਲਾਟ ਵਿੱਚ 15 ਦੁਕਾਨਾਂ ਬਣਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ, ਉੱਥੇ ਪਾਰਕਿੰਗ ਦੀ ਕੋਈ ਥਾਂ ਨਹੀਂ ਹੈ।  ਮੁੱਖ ਸੜਕ ਵੀ ਤੰਗ ਹੈ।  ਨਿਗਮ ਟੀਮ ਨੇ ਪਿੱਚ ਢਾਹੁਣ ਲਈ ਭੱਜ-ਦੌੜ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ।  ਇਸ ਦੌਰਾਨ ਦੁਕਾਨਾਂ ਦੇ ਮਾਲਕ ਕਾਲਾ ਬੱਤਰਾ ਨੇ ਬੱਤਰਾ ਪਰਿਵਾਰ 'ਤੇ ਇਤਰਾਜ਼ ਜਤਾਇਆ।  ਦੇਰ ਸ਼ਾਮ ਨਿਗਮ ਦੀ ਟੀਮ ਕਾਰਵਾਈ ਕਰਕੇ ਵਾਪਸ ਪਰਤ ਗਈ ਹੈ।

ਨਿਗਮ ਦੇ ਨਿਯਮ ਲੋਕਾਂ ਲਈ ਅੜਿੱਕੇ ਬਣ ਰਹੇ ਹਨ

  ਸ਼ਹਿਰ ਵਿੱਚ ਪੁਰਾਣੀਆਂ ਦੁਕਾਨਾਂ ਦੀਆਂ ਉਪਰਲੀਆਂ ਮੰਜ਼ਿਲਾਂ ਬਣਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ ਜਾਂ ਟੁੱਟੀਆਂ ਇਮਾਰਤਾਂ ਦਾ ਨਵੀਨੀਕਰਨ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।  ਨਿਗਮ ਦੇ ਆਪਣੇ ਨਿਯਮਾਂ ਨੇ ਬਿਨਾਂ ਨਕਸ਼ੇ ਦੀ ਉਸਾਰੀ ਕਰਨ ਲਈ ਮਜ਼ਬੂਰ ਕੀਤਾ ਹੈ।  ਕਾਰਨ ਇਹ ਹੈ ਕਿ ਸ਼ਹਿਰ ਦੀ 90 ਫੀਸਦੀ ਸੜਕ ਔਸਤਨ 30-40 ਫੁੱਟ ਚੌੜੀ ਹੈ।  ਪਰ ਵਪਾਰਕ ਉਸਾਰੀ ਸਿਰਫ 60 ਫੋਟੋ ਵਾਲੀ ਸੜਕ 'ਤੇ ਹੀ ਹੋ ਸਕਦੀ ਹੈ।  ਇਹ ਨਿਯਮ ਨਵੇਂ ਵਿਕਸਤ ਖੇਤਰਾਂ ਲਈ ਸਹੀ ਹੈ, ਪਰ ਪੁਰਾਣੇ ਖੇਤਰਾਂ ਲਈ ਨਹੀਂ।  ਹੁਣ ਜੇਕਰ ਕੋਈ ਉਥੇ ਦੁਕਾਨ ਦੀ ਮੁਰੰਮਤ ਕਰਦਾ ਹੈ ਤਾਂ ਨਿਗਮ

 ਨੋਟਿਸ ਜਾਰੀ ਕਰ ਰਿਹਾ ਹੈ।  ਦੂਜੇ ਮਾਮਲੇ ਗੋਪਾਲ ਨਗਰ ਵਾਂਗ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਵੀਆਂ ਇਮਾਰਤਾਂ ਦੀ ਉਸਾਰੀ ਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਨਿਗਮ ਸਖ਼ਤੀ ਨਾਲ ਨਹੀਂ ਰੋਕ ਸਕਿਆ।  ਗੋਪਾਲ ਨਗਰ ਵਿੱਚ ਵੀ ਨਿਗਮ ਉਸ ਵੇਲੇ ਸਰਗਰਮ ਹੋ ਗਿਆ ਜਦੋਂ ਇਮਾਰਤ ਦੀ ਛੱਤ ਬਣਾਉਣ ਦਾ ਕੰਮ ਸ਼ੁਰੂ ਹੋ ਗਿਆ ਹੈ।  ਇਸ ਦੇ ਨਾਲ ਹੀ ਕਾਂਗਰਸ ਨੇ ਸੱਤਾਧਾਰੀ ਪਾਰਟੀ 'ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਿਆ ਹੈ।  ਸਾਬਕਾ ਵਿਧਾਇਕ ਰਜਿੰਦਰ ਬੇਰੀ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਨਿਗਮ ਸ਼ਹਿਰ ਵਿੱਚ 15-20 ਸਾਲ ਪੁਰਾਣੀਆਂ ਇਮਾਰਤਾਂ ਨੂੰ ਬਾਈਲਾਜ਼ ਨੋਟਿਸ ਜਾਰੀ ਕਰ ਰਿਹਾ ਹੈ।  ਇਹ ਵਪਾਰੀਆਂ ਨਾਲ ਹੰਗਾਮਾ ਹੈ।

 , 28 October, 2022, Jalandhar : At 6 pm, Local Bodies Minister Dr Inderbir Singh Nijjar was discussing the development of the city at Surjit Hockey Ground, while the team of Building Branch of the Corporation was taking action in Gopal Nagar.  Ditch was ordered to run at 15 illegal shops being built in front of Batra Palace here.  ATP Sukhdev had arrived for action with Vashisht staff and police force.  During this there was a commotion.  The owners of the shops showed bitterness in front of the team.  Showed the documents of land and buildings, but the corporation team was not satisfied.  Bars were being poured before slabs were put on the shops by putting up big green curtains.  As soon as the team started removing the batons from under the lantern with Ditch, the shop owners engaged their men and started the demolition.  The developments related to these shops continued throughout the day on Thursday.  On the other hand, ATP Vashisht pacified the angry Kala Batra with folded hands.  At the same time, the information about the clash with the police personnel has been given to the officials.

 There was earlier two side open plot in Gopal Nagar.  Then its boundary wall was built.  Shops were being built here for a few days now.  Which was stopped a day earlier by the building branch of the corporation.  The work of laying the bars for putting the lanterns in the shops continued.  The corporation team reached the spot at around 6 pm on Thursday.  There is no parking space in the plot where 15 shops are being built.  The main road is also narrow.  The corporation team started running a pitch for demolition.  In the meantime, Kala Batra, the owner of the shops, objected to the Batra family.  Late in the evening the team of the corporation has returned after taking action.

Corporation's rules are becoming a hindrance for the people

  The upper storeys of old shops are being built in the city or dilapidated buildings are being renovated.  The corporation's own rules have forced the construction of the map without it.  The reason is that 90 percent of the city's road is on an average 30-40 feet wide.  But commercial construction can take place only on 60 photo road.  This rule is true for newly developed areas, but not for old areas.  Now if someone repairs the shop there, then the corporation

, 28 अक्टूबर, 2022, जालंधर : शाम 6 बजे स्थानीय निकाय मंत्री डॉ इंदरबीर सिंह निज्जर सुरजीत हाकी मैदान में शहर के विकास पर विचार रख रहे थे तो उसी समय निगम की बिल्डिंग ब्रांच की टीम गोपाल नगर में कार्रवाई कर रही थी । यहां पर बत्रा पैलेस के सामने बन रही 15 अवैध दुकानों पर चलाने के लिए डिच मंगवा ली गई । एटीपी सुखदेव वशिष्ठ स्टाफ तथा पुलिस बल को साथ लेकर कार्रवाई के लिए पहुंचे थे । इस दौरान हंगामा हो गया । दुकानों के मालिकों ने टीम के सामने तल्खी दिखाई । जमीन व इमारतों के दस्तावेज दिखाए , लेकिन निगम टीम संतुष्ट नहीं हुई । हरे रंग के बड़े पर्दे लगाकर दुकानों पर स्लैब डालने से पहले सरिया डाला जा रहा था । जैसे ही टीम ने डिच के साथ लैंटर के नीचे से बल्लियां हटानी शुरू की तो दुकान के मालिकों ने अपने मुलाजिम लगाकर डिमॉलिशन शुरू कर दी । इन दुकानों से जुड़ा घटनाक्रम वीरवार को सारा दिन चलता रहा । दूसरी तरफ एटीपी वशिष्ठ ने गुस्से में आए काला बत्रा को हाथ जोड़कर शांत किया । वहीं , पुलिस मुलाजिमों से तल्खी की सूचना अधिकारियों को दी गई है ।

गोपाल नगर में पहले टू साइड ओपन प्लॉट था । फिर इसकी बाउंड्रीवाल बनी । अब कुछ दिन से यहां दुकानों का निर्माण हो रहा था । जिसे एक दिन पहले ही निगम की बिल्डिंग ब्रांच ने रुकवा दिया था । दुकानों पर लेंटर डालने को लेकर सरिया बिछाने का काम जारी रहा । निगम टीम वीरवार शाम करीब 6 बजे मौके पर पहुंची । जिस प्लॉट में 15 दुकानें बन रही है , वहां पर पार्किंग की जगह नहीं है । मेन रोड भी संकरी है । निगम टीम ने डिमॉलिशन के लिए डिच चलानी शुरू की थी । इसी दौरान दुकानों के मालिक बत्रा परिवार से काला बत्रा ने तल्खी से ऐतराज जताया एटीपी सुखदेव वशिष्ठ को इमारत से संबंधित दस्तावेज दिखाए गए , लेकिन बिल्डिंग बायलाज का पालन पूरा होने संबंधी कागजों पर कोई फैसला नहीं हुआ था । देर शाम निगम की टीम कार्रवाई करके लौटी है ।

निगम के नियम ही बन रहे लोगों के लिए बाधा 

 शहर में पुरानी दुकानों की ऊपरी मंजिलें बनाई जा रही हैं या फिर जर्जर इमारतों का नवनिर्माण हो रहा है । निगम के अपने ही नियम ने बगैर नक्शा निर्माण पर मजबूर किया है । वजह यह है कि सिटी की 90 फीसदी रोड औसतन 30-40 फीट चौड़ी है । मगर व्यापारिक निर्माण 60 फोट रोड पर ही हो सकता है । यह नियम नए विकसित एरिया के लिए सही , लेकिन पुराने इलाकों के लिए नहीं । अब वहां जैसे कोई दुकान की रिपेयर करता है तो निगम

नोटिस जारी कर रहा है । दूसरे केस गोपाल नगर की तरह बिलकुल नई इमारतों के निर्माण के हैं , जिन्हें निगम सख्तों से रोक नहीं पा रूप है । गोपाल नगर में भी तब निगम सक्रिय हुआ जब इमारत की छत बनाने का काम शुरू हो चुका है । वहीं , कांग्रेस ने सत्तापक्ष पर निशाना साधा है । पूर्व विधायक राजिंदर बेरी ने कहा है कि शहर में 15-20 साल पुरानी इमारतों को निगम बायलाज के नोटिस जारी कर रहा है । ये व्यापारियों के साथ धक्केशाही वाली बात है ।
