 ਫੀਸ ਦੇ ਨਿਯਮ ਤੈਅ, ਮਨਮਾਨੀ ਕੈਪੀਟੇਸ਼ਨ ਫੀਸ ਨਹੀਂ ਵਸੂਲੀ ਜਾ ਸਕੇਗੀ

 ਜੀ.ਏ  ਨਿਊਜ਼, ਚੀਫ਼ ਬਿਊਰੋ, ਮਦਨ ਸਿੰਘ ਕੋਰੋਟਾਣੇ, ਜਲੰਧਰ, 7 ਫਰਵਰੀ, 2022, ਜੈਪੁਰ/ਨਵੀਂ ਦਿੱਲੀ ਨੈਸ਼ਨਲ ਮੈਡੀਕਲ ਕਮਿਸ਼ਨ (ਐਨਐਮਸੀ) ਨੇ ਦੇਸ਼ ਦੇ ਪ੍ਰਾਈਵੇਟ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਅਤੇ ਡੀਮਡ ਯੂਨੀਵਰਸਿਟੀਆਂ ਲਈ ਇੱਕ ਨਵਾਂ ਆਦੇਸ਼ ਜਾਰੀ ਕੀਤਾ ਹੈ।  ਇਸ ਤਹਿਤ ਪ੍ਰਾਈਵੇਟ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਐਮਬੀਬੀਐਸ ਅਤੇ ਪੀਜੀ ਕੋਰਸਾਂ ਦੀਆਂ 50% ਸੀਟਾਂ ਦੀ ਫੀਸ ਹੁਣ ਸਬੰਧਤ ਰਾਜਾਂ ਦੇ ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਤੋਂ ਵੱਧ ਨਹੀਂ ਹੋਵੇਗੀ।  ਨਾ ਹੀ ਤੁਸੀਂ ਮਨਮਾਨੇ ਕੈਪੀਟੇਸ਼ਨ ਫੀਸ ਵਸੂਲਣ ਦੇ ਯੋਗ ਹੋਵੋਗੇ।  ਐਨਐਮਸੀ ਦੇ ਹੁਕਮਾਂ ਅਨੁਸਾਰ ਜਿਨ੍ਹਾਂ ਕਾਲਜਾਂ ਵਿੱਚ ਸਰਕਾਰੀ ਕੋਟੇ ਤਹਿਤ 50 ਫੀਸਦੀ ਸੀਟਾਂ ਨਿਸ਼ਚਿਤ ਹਨ, ਉਥੇ ਨਵੇਂ ਫੀਸ ਢਾਂਚੇ ਦਾ ਲਾਭ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮਿਲੇਗਾ ਜਿਨ੍ਹਾਂ ਦੀਆਂ ਸੀਟਾਂ ਸਰਕਾਰੀ ਕੋਟੇ ਤੋਂ 50 ਫੀਸਦੀ ਤੋਂ ਘੱਟ ਹਨ। ਸਰਕਾਰੀ ਕੋਟਾ ਅਤੇ 50 ਫੀਸਦੀ ਸੀਟਾਂ ਦੇ ਫਰਕ ਨਾਲ ਸੀਟਾਂ 'ਤੇ ਮੈਰਿਟ ਦੇ ਆਧਾਰ 'ਤੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਰਕਾਰੀ ਫੀਸ ਦਾ ਲਾਭ ਦਿੱਤਾ ਜਾਵੇਗਾ।  ਨਵੇਂ ਕਾਲਜ ਵੀ ਅਧਿਆਪਕਾਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਅਤੇ ਹੋਰ ਖਰਚਿਆਂ ਦੇ ਨਾਂ ’ਤੇ ਮਨਮਾਨੀਆਂ ਨਹੀਂ ਕਰ ਸਕਣਗੇ।  ਪਹਿਲੇ ਸਾਲ ਖਰਚੇ ਦਾ ਕੋਈ ਆਡਿਟ ਨਾ ਹੋਣ ਕਾਰਨ ਸੂਬੇ ਵਿੱਚ ਕੁਝ ਸਾਲ ਪਹਿਲਾਂ ਖੋਲ੍ਹੇ ਗਏ ਕਾਲਜਾਂ ਦੀ ਫੀਸ ਦੇ ਹਿਸਾਬ ਨਾਲ ਹੀ ਨਵੇਂ ਕਾਲਜ ਫੀਸ ਤੈਅ ਕਰਨਗੇ।  ਹੁਣ ਤੱਕ ਮੈਡੀਕਲ ਕਾਲਜ ਹਸਪਤਾਲ ਦੇ ਖਰਚਿਆਂ ਦੇ ਆਧਾਰ 'ਤੇ ਫੀਸ ਤੈਅ ਕਰਦੇ ਸਨ ਪਰ ਹੁਣ ਅਜਿਹਾ ਕਰਨਾ ਸੰਭਵ ਨਹੀਂ ਹੋਵੇਗਾ।  ਇਸ ਨਾਲ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਵੱਡੀ ਵਿੱਤੀ ਰਾਹਤ ਮਿਲੇਗੀ।

 ਮਤਲਬ... ਦੇਸ਼ ਦੇ 30 ਹਜ਼ਾਰ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਫਾਇਦਾ, ਪ੍ਰਾਈਵੇਟ ਅਦਾਰਿਆਂ 'ਚ ਔਸਤ ਸਾਲਾਨਾ ਫੀਸ 10 ਲੱਖ, ਹੁਣ ਹਜ਼ਾਰਾਂ 'ਚ ਹੋਵੇਗੀ

 ਦੇਸ਼ ਵਿੱਚ ਐਮਬੀਬੀਐਸ ਦੀਆਂ 80 ਹਜ਼ਾਰ ਸੀਟਾਂ ਹਨ।  ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ 40 ਹਜ਼ਾਰ ਸੀਟਾਂ ਪ੍ਰਾਈਵੇਟ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਅਤੇ ਡੀਮਡ ਯੂਨੀਵਰਸਿਟੀਆਂ ਵਿੱਚ ਹਨ।  ਇਨ੍ਹਾਂ 'ਚੋਂ 50 ਫੀਸਦੀ ਭਾਵ 20 ਹਜ਼ਾਰ ਸੀਟਾਂ 'ਤੇ ਹੁਣ ਸਰਕਾਰੀ ਕਾਲਜਾਂ ਦੇ ਬਰਾਬਰ ਫੀਸ ਲੱਗੇਗੀ।  ਦੇਸ਼ ਦੇ ਜ਼ਿਆਦਾਤਰ ਸਰਕਾਰੀ ਕਾਲਜਾਂ ਵਿੱਚ ਔਸਤ ਸਾਲਾਨਾ ਫੀਸ 50,000 ਰੁਪਏ ਹੈ, ਜਦੋਂ ਕਿ ਪ੍ਰਾਈਵੇਟ ਕਾਲਜਾਂ ਵਿੱਚ ਔਸਤ ਸਾਲਾਨਾ ਫੀਸ 10 ਲੱਖ ਰੁਪਏ ਤੋਂ ਵੱਧ ਹੈ।  ਇਸ ਹਿਸਾਬ ਨਾਲ ਇਨ੍ਹਾਂ 20 ਹਜ਼ਾਰ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਔਸਤ ਫੀਸ 20 ਗੁਣਾ ਘੱਟ ਜਾਵੇਗੀ।  ਦੂਜੇ ਪਾਸੇ ਪੋਸਟ ਗ੍ਰੈਜੂਏਸ਼ਨ (ਪੀ.ਜੀ.) ਦੀਆਂ ਦੇਸ਼ ਭਰ ਵਿੱਚ 40 ਹਜ਼ਾਰ ਸੀਟਾਂ ਹਨ।  ਇਸ ਵਿੱਚੋਂ 20 ਹਜ਼ਾਰ ਸੀਟਾਂ ਪ੍ਰਾਈਵੇਟ ਕਾਲਜਾਂ ਵਿੱਚ ਹਨ।  ਇਹੀ ਨਿਯਮ ਉਨ੍ਹਾਂ 'ਤੇ ਵੀ ਲਾਗੂ ਹੋਵੇਗਾ।  ਅਜਿਹੇ 'ਚ 50 ਫੀਸਦੀ ਯਾਨੀ 10 ਹਜ਼ਾਰ ਪੀਜੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਫੀਸ ਵੀ ਕਈ ਗੁਣਾ ਘੱਟ ਜਾਵੇਗੀ।  ਕਈ ਪ੍ਰਾਈਵੇਟ ਮੈਡੀਕਲ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਪੂਰੇ ਪੀਜੀ ਕੋਰਸ ਦੀ ਫੀਸ ਇੱਕ ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਹੈ, ਜੋ ਹੁਣ 5 ਤੋਂ 10 ਲੱਖ ਰੁਪਏ ਹੋ ਜਾਵੇਗੀ।

 ਟਾਪ 50 ਫੀਸਦੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਫੀਸ 'ਚ ਮਿਲੇਗੀ ਵੱਡੀ ਰਾਹਤ

 ਨੈਸ਼ਨਲ ਮੈਡੀਕਲ ਕਮਿਸ਼ਨ ਦੇ ਹੁਕਮਾਂ ਮੁਤਾਬਕ ਕਿਸੇ ਵੀ ਪ੍ਰਾਈਵੇਟ ਕਾਲਜ ਵਿੱਚ ਦਾਖ਼ਲਾ ਲੈਣ ਵਾਲੇ 50 ਫ਼ੀਸਦੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਨਵੇਂ ਨਿਯਮਾਂ ਦਾ ਲਾਭ ਦੇਣਾ ਹੋਵੇਗਾ, ਜਿਨ੍ਹਾਂ ਦੇ ਅੰਕ ਬਾਕੀ 50 ਫ਼ੀਸਦੀ ਵਿਦਿਆਰਥੀਆਂ ਤੋਂ ਵੱਧ ਹੋਣਗੇ।  ਉਦਾਹਰਣ ਵਜੋਂ, ਜੇਕਰ ਕਿਸੇ ਰਾਜ ਦੇ ਕਿਸੇ ਪ੍ਰਾਈਵੇਟ ਮੈਡੀਕਲ ਕਾਲਜ ਵਿੱਚ 200 ਸੀਟਾਂ ਉਪਲਬਧ ਹਨ, ਤਾਂ ਇਹਨਾਂ ਵਿੱਚੋਂ 100 ਸੀਟਾਂ ਦੀ ਫੀਸ ਪ੍ਰਾਈਵੇਟ ਕਾਲਜ ਪ੍ਰਬੰਧਕਾਂ ਨੂੰ ਉਸੇ ਪੱਧਰ 'ਤੇ ਰੱਖਣੀ ਪਵੇਗੀ, ਜਿੰਨੀ ਫੀਸ ਉਸ ਦੇ ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਵਿੱਚ ਲਾਗੂ ਹੁੰਦੀ ਹੈ। ਰਾਜ.  ਇਸ ਤੋਂ ਵੱਧ ਵਸੂਲੀ ਕਰਨ 'ਤੇ NMC ਵੱਲੋਂ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।

 ਖਾਤਾ ਰੱਖਣ ਲਈ ਕਾਲਜਾਂ ਦੇ ਸਖ਼ਤ ਨਿਯਮ

 ਨਿਜੀ ਮੈਡੀਕਲ ਸੰਸਥਾਵਾਂ ਨੂੰ ਖਾਤਿਆਂ ਨੂੰ ਕਾਇਮ ਰੱਖਣ ਲਈ ਭਾਰਤੀ ਲੇਖਾ ਮਾਪਦੰਡਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨੀ ਪਵੇਗੀ।  NMC ਦੇ ਅਨੁਸਾਰ, ਹਸਪਤਾਲ ਦੀ ਸੰਚਾਲਨ ਲਾਗਤ ਦੇ ਆਧਾਰ 'ਤੇ ਫੀਸ ਤੈਅ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕਦੀ।  ਉਸੇ ਰਾਜ ਦੇ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਦੀਆਂ ਫੀਸਾਂ ਨੂੰ 50% ਸੀਟਾਂ ਲਈ ਫੀਸਾਂ ਨਿਰਧਾਰਤ ਕਰਨ ਲਈ ਆਧਾਰ ਮੰਨਿਆ ਜਾਵੇਗਾ।  ਮਿਸਾਲ ਵਜੋਂ ਜੇਕਰ ਕਿਸੇ ਸੂਬੇ ਦੇ ਸਰਕਾਰੀ ਕਾਲਜ ਵਿੱਚ ਵੱਧ ਤੋਂ ਵੱਧ ਸਾਲਾਨਾ ਫੀਸ 50 ਹਜ਼ਾਰ ਰੁਪਏ ਹੈ ਤਾਂ ਪ੍ਰਾਈਵੇਟ ਕਾਲਜ ਵਿਦਿਆਰਥੀਆਂ ਤੋਂ ਇਸ ਤੋਂ ਵੱਧ ਵਸੂਲੀ ਨਹੀਂ ਕਰ ਸਕਣਗੇ।

News, Chief Bureau, Madan Singh Korotane, Jalandhar, February 7, 2022, Jaipur / New Delhi The National Medical Commission (NMC) has issued a new order for private medical colleges and deemed universities of the country.  Under this, the fees for 50% seats of MBBS and PG courses in private institutions will no longer be more than the government medical colleges of the respective states.  Nor will you be able to charge arbitrary capitation fees.  According to the order of NMC, in the colleges where 50% seats are fixed under government quota, the benefit of the new fee structure will first be given to those students who are less than 50% of the seats from government quota, there are fixed government quota and 50  The benefit of government fees will be given to the students on the basis of merit on the seats with the difference of % seats.  New colleges will also not be able to arbitrarily in the name of teachers' salary and other expenses.  Since there is no audit of expenditure in the first year, the new colleges will fix the fees according to the fees of the colleges opened a few years back in the state.  Till now medical colleges fix fees on the basis of hospitalization expenses, but now it will not be possible to do so.  This will give great financial relief to the students.

 Meaning... 30 thousand students of the country benefit, the average annual fee in private institutions is 10 lakhs, now it will be in thousands

 There are 80 thousand MBBS seats in the country.  Of these, 40 thousand seats are in private medical colleges and deemed universities.  Of these, 50% ie, 20 thousand seats will now attract the same fees as government colleges.  The average annual fee in most government colleges of the country is Rs 50,000, while the average annual fee in private colleges is more than Rs 10 lakh.  Accordingly, the average fee of these 20 thousand students will be reduced by 20 times.  On the other hand, Post Graduation (PG) has 40 thousand seats across the country.  Out of this, 20 thousand seats are in private colleges.  The same rule would apply to them as well.  In such a situation, the fees of 50 percent, that is, 10 thousand PG students, will also be reduced manifold.  In many private medical institutions, the fee for the entire PG course is more than one crore rupees, which will now be 5 to 10 lakh rupees.

 Top 50 percent students will get big relief in fees

 According to the order of the National Medical Commission, those 50 percent students taking admission in any private college will have to give the benefit of the new rules, whose marks will be more than the remaining 50 percent students.  For example, if there are 200 seats available in a private medical college of a state, then the fees for 100 of these seats will have to be kept by the private college managers at the same level as the fees applicable in government medical colleges of that state.  Action can be taken by NMC for charging more than this.

 Strict rules of colleges for maintaining account

 Private medical institutions will have to follow Indian Accounting Standards for maintaining accounts.  According to the NMC, the fee cannot be fixed on the basis of the operating cost of the hospital.  Fees of medical colleges of the same state will be considered as the basis for fixing the fees for 50% seats.  For example, if the maximum annual fee in a government college of a state is 50 thousand rupees, then private colleges will not be able to recover more than that from the students.

निजी व डीम्ड कॉलेजों के लिए नेशनल मेडिकल काउंसिल का नया आदेश 

फीस के नियम तय किए , मनमानी कैपिटेशन फीस नहीं वसूल सकेंगे 

जी.ए. न्यूज, चीफ ब्यूरो, मदन सिंह कोरोटाने ,जालंधर , 7 फरवरी , 2022, जयपुर / नई दिल्ली नेशनल मेडिकल कमीशन ( एनएमसी ) ने देश के निजी मेडिकल कॉलेजों और डीम्ड यूनिवर्सिटीज के लिए नया आदेश जारी किया है । इसके तहत निजी संस्थानों में एमबीबीएस और पीजी कोर्स की 50 % सीटों के लिए फीस अब संबंधित राज्यों के सरकारी मेडिकल कॉलेजों से ज्यादा नहीं हो सकेगी । न ही मनमानी कैपिटेशन फीस वसूल सकेंगे । एनएमसी के आदेश के अनुसार , जिन कॉलेजों में सरकारी कोटे की 50 % सीटें तय हैं , वहां नए फीस स्ट्रक्चर का फायदा पहले उन छात्रों को मिलेगा जो सरकारी कोटे से एडमिशन कोटे की , सीटें 50 % से कम हैं , वहां तय सरकारी कोटे और 50 % सीटों के अंतर की सीटों पर सरकारी फीस का फायदा मेरिट के हिसाब से छात्रों को दिया जाएगा । नए कॉलेज भी शिक्षकों के वेतन व अन्य खर्चों के नाम पर मनमानी नहीं कर सकेंगे । चूंकि पहले साल खर्च का ऑडिट नहीं होता , ऐसे में नए कॉलेज राज्य में कुछ साल पहले खुले कॉलेजों की फीस के मुताबिक ही फीस तय करेंगे । अब तक मेडिकल कॉलेज अस्पताल में होने वाले खर्चों के आधार पर फीस तय करते हैं , लेकिन अब ऐसा नहीं हो सकेगा । इससे छात्रों को बड़ी आर्थिक राहत मिलेगी ।

मायने ... देश के 30 हजार छात्रों को फायदा , निजी संस्थानों में सालाना औसत फीस 10 लाख है , अब हजारों में होगी

देश में 80 हजार एमबीबीएस सीटें हैं । इनमें 40 हजार सीटें निजी मेडिकल कॉलेजों व डीम्ड यूनिवर्सिटीज में हैं । इनमें से 50 % यानी , 20 हजार सीटों पर अब सरकारी कॉलेजों जितनी फीस लगेगी । देश के ज्यादातर सरकारी कॉलेजों में सालाना औसत फीस 50 हजार रुपए है , जबकि निजी कॉलेजों में सालाना औसत फीस 10 लाख रुपए से ज्यादा है । इस हिसाब से इन 20 हजार छात्रों की औसत फीस 20 गुना तक घट जाएगी । दूसरी ओर , पोस्ट ग्रेजुएशन ( पीजी ) की देशभर में 40 हजार सीटें हैं । इसमें से 20 हजार सीटें निजी कॉलेजों में हैं । इनमें भी यही नियम लागू होगा । ऐसे में 50 फीसदी , यानी 10 हजार पीजी छात्रों की फीस भी कई गुना कम हो जाएगी । कई निजी मेडिकल संस्थानों में पूरे पीजी कोर्स की फीस एक करोड़ रुपए से भी ज्यादा है , जो अब 5 से 10 लाख रुपए रह जाएगी । 

टॉप 50 प्रतिशत छात्रों की मिलेगी फीस में बड़ी राहत 

नेशनल मेडिकल कमीशन के आदेश के अनुसार , किसी भी निजी कॉलेज में एडमिशन लेने वाले उन 50 फीसदी छात्रों को नए नियमों का फायदा देना होगा , जिनके अंक बाकी के 50 फीसदी छात्रों से ज्यादा होंगे । उदाहरण के लिए अगर किसी राज्य के निजी मेडिकल कॉलेज में 200 सीटें उपलब्ध हैं तो इनमें से 100 सीटों की फीस निजी कॉलेज प्रबंधकों को उस राज्य के सरकारी मेडिकल कॉलेजों में लागू की गई फीस के बराबर ही रखनी होंगी । इससे ज्यादा फीस लेने पर एनएमसी की ओर से कार्रवाई की जा सकेगी ।

अकाउंट मेंटेन करने को कॉलेजों के नियम कड़े 

अकाउंट मेंटेन करने के लिए निजी मेडिकल संस्थानों को इंडियन अकाउंटिंग स्टैंडर्ड अपनाने होंगे । एनएमसी के मुताबिक अस्पताल की ऑपरेटिंग कॉस्ट के आधार पर फीस तय नहीं की जा सकेगी । 50 फीसदी सीटों की फीस तय करने के लिए उसी राज्य के मेडिकल कॉलेजों की फीस को आधार माना जाएगा । उदाहरण के लिए किसी राज्य के सरकारी कॉलेज में अगर सालाना अधिकतम फीस 50 हजार रुपए है तो निजी कॉलेज उससे ज्यादा रकम की वसूली छात्रों से नहीं कर सकेंगे ।
