 ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਦੀ ਰਾਸ਼ੀ ਜਾਰੀ ਕਰ ਦਿੱਤੀ, ਅਜੇ ਵੀ 100 ਕਰੋੜ ਰੁਪਏ ਬਕਾਇਆ ਹਨ

 ਮਦਨ ਸਿੰਘ ਕੋਰੋਟਾਨੇ ਚੀਫ਼ ਬਿਊਰੋ, ਜੀ.ਏ. ਨਿਊਜ਼, 21 ਜਨਵਰੀ, 2022 ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਆਪਣੇ ਹਿੱਸੇ ਦਾ 60 ਫੀਸਦੀ ਹਿੱਸਾ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਭੇਜਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ, ਪਰ ਜਲੰਧਰ ਦੇ ਕਾਲਜਾਂ ਦੇ ਪ੍ਰਬੰਧਕਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਡਾ. ਸੂਬਾ ਸਰਕਾਰ ਨੂੰ ਵੀ ਆਪਣਾ ਹਿੱਸਾ ਜਲਦੀ ਜਾਰੀ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।  ਪਿਛਲੇ ਤਿੰਨ ਸਾਲਾਂ ਦੀ ਬਕਾਇਆ ਰਾਸ਼ੀ ਵੀ ਜਾਰੀ ਕੀਤੀ ਜਾਵੇ।  ਕਾਲਜਾਂ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਨੂੰ ਸੁਧਾਰਨ ਲਈ।  ਸਕੀਮ ਕਾਰਨ ਕਾਲਜਾਂ ’ਤੇ ਵਿੱਤੀ ਪ੍ਰਭਾਵ ਪਿਆ ਹੈ।  ਲਾਇਲਪੁਰ ਖਾਲਸਾ ਕਾਲਜ ਨੇ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ ਤਹਿਤ ਸਰਕਾਰ ਤੋਂ 22 ਕਰੋੜ ਰੁਪਏ ਲੈਣੇ ਹਨ।  HMV ਕਾਲਜ ਨੇ ਕਰੀਬ 10 ਕਰੋੜ ਰੁਪਏ ਲੈਣੇ ਹਨ।  ਦੋਆਬਾ ਕਾਲਜ ਦਾ 1 ਕਰੋੜ 80 ਲੱਖ ਦਾ ਬਕਾਇਆ ਹੈ।  ਸੇਂਟ ਸੋਲਜਰ ਗਰੁੱਪ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਕੀਮ ਤਹਿਤ 26 ਕਰੋੜ ਰੁਪਏ ਫਸੇ ਹੋਏ ਹਨ।  ਇਹ ਪੈਸਾ ਪਿਛਲੇ ਤਿੰਨ ਸਾਲਾਂ ਤੋਂ ਫਸਿਆ ਹੋਇਆ ਹੈ।  ਕਾਲਜ ਪ੍ਰਬੰਧਕਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਪੈਸੇ ਨਾ ਮਿਲਣ ਕਾਰਨ ਟੀਚਿੰਗ ਅਤੇ ਨਾਨ-ਟੀਚਿੰਗ ਸਟਾਫ਼ ਦਾ ਵਾਧਾ ਰੁਕ ਗਿਆ ਹੈ।  ਕਾਲਜਾਂ ਵਿੱਚ ਵਿਸਥਾਰ ਦੇ ਕਈ ਪ੍ਰਾਜੈਕਟ ਸ਼ੁਰੂ ਕੀਤੇ ਜਾਣੇ ਸਨ, ਜੋ ਨਹੀਂ ਹੋ ਸਕੇ।  ਸਟਾਫ ਨੂੰ ਤਨਖਾਹ ਜਾਰੀ ਕਰਨ ਵਿੱਚ ਦਿੱਕਤ ਆ ਰਹੀ ਹੈ।  ਕਈ ਵਾਰ ਦੋ-ਤਿੰਨ ਮਹੀਨੇ ਇੰਤਜ਼ਾਰ ਕਰਕੇ ਜਮ੍ਹਾਂ ਹੋਈ ਤਨਖਾਹ ਜਾਰੀ ਕਰਨੀ ਪੈਂਦੀ ਹੈ।  ਜੇਕਰ ਸਰਕਾਰ ਤੋਂ ਬਕਾਇਦਾ ਫੰਡ ਮਿਲਣੇ ਸ਼ੁਰੂ ਹੋ ਜਾਣ ਤਾਂ ਕਾਲਜਾਂ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਦੋਵਾਂ ਦੀ ਸਮੱਸਿਆ ਹੱਲ ਹੋ ਜਾਵੇਗੀ।

 2006 ਵਿੱਚ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਸਕੀਮ, 2013 ਤੋਂ ਬਾਅਦ ਸਮੱਸਿਆ ਆਈ

  ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ ਸਾਲ 2006-07 ਵਿੱਚ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਸੀ।  ਕਰੀਬ ਛੇ ਸਾਲ ਸਭ ਕੁਝ ਠੀਕ ਚੱਲਦਾ ਰਿਹਾ ਪਰ ਸਾਲ 2013-14 ਤੋਂ ਸਮੱਸਿਆਵਾਂ ਆਉਣੀਆਂ ਸ਼ੁਰੂ ਹੋ ਗਈਆਂ।  ਪੈਸਾ ਰੁਕ ਗਿਆ।  ਇਸ ਤੋਂ ਬਾਅਦ 2014-15 'ਚ ਪੈਸਾ ਜਾਰੀ ਕਰਨਾ ਬੰਦ ਹੋ ਗਿਆ।  ਇਸ ਤੋਂ ਬਾਅਦ ਕਾਲਜਾਂ ਨੂੰ ਰੁਕ-ਰੁਕ ਕੇ ਥੋੜ੍ਹੀ ਜਿਹੀ ਰਕਮ ਜਾਰੀ ਕੀਤੀ ਗਈ।  ਇਸ ਤੋਂ ਬਾਅਦ 2017-2018, 2018-2019 ਅਤੇ 2019-2020 ਦੀ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਦੀ ਰਾਸ਼ੀ ਜਾਰੀ ਨਹੀਂ ਕੀਤੀ ਗਈ ਹੈ।  ਇਨ੍ਹਾਂ ਤਿੰਨ ਸਾਲਾਂ ਦੌਰਾਨ ਕਾਲਜਾਂ ਨੇ ਇਸ ਸਕੀਮ ਤਹਿਤ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਦਾਖ਼ਲਾ ਦਿੱਤਾ ਪਰ ਉਨ੍ਹਾਂ ਨੂੰ ਪੈਸੇ ਵਾਪਸ ਨਹੀਂ ਮਿਲੇ।

 ਫੰਡ ਨਾ ਮਿਲਣ ਕਾਰਨ ਕੰਮ ਪ੍ਰਭਾਵਿਤ : ਡਾ.  ਸਮਰਾ

 ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਪ੍ਰਧਾਨ ਅਤੇ ਖਾਲਸਾ ਕਾਲਜ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਡਾ.  ਗੁਰਪਿੰਦਰ ਸਿੰਘ ਸਮਰਾ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸਰਕਾਰ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ ਤਹਿਤ ਫੰਡ ਜਲਦੀ ਜਾਰੀ ਕਰੇ।  ਕਿਉਂਕਿ ਕਾਲਜਾਂ ਦੀ ਹਾਲਤ ਲਗਾਤਾਰ ਵਿਗੜਦੀ ਜਾ ਰਹੀ ਹੈ।  ਫੰਡ ਨਾ ਮਿਲਣ ਕਾਰਨ ਕਾਲਜਾਂ ਵਿੱਚ ਤਨਖਾਹਾਂ ਦਾ ਪ੍ਰਬੰਧ ਕਰਨਾ ਔਖਾ ਹੋ ਗਿਆ ਹੈ।  ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਟਾਫ਼ ਦਾ ਇੰਕਰੀਮੈਂਟ ਨਹੀਂ ਹੋ ਰਿਹਾ।  ਇਸ ਤੋਂ ਇਲਾਵਾ ਕਈ ਕੰਮ ਪ੍ਰਭਾਵਿਤ ਹੋਏ ਹਨ।  ਨਵੇਂ ਪ੍ਰੋਜੈਕਟ ਵੀ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋਏ।  ਏਡਿਡ ਕਾਲਜਾਂ ਦੀ ਸਕੀਮ ਤਹਿਤ ਸਰਕਾਰ ਦੇ ਕਰੀਬ 100 ਕਰੋੜ ਰੁਪਏ ਫਸੇ ਹੋਏ ਹਨ।  ਇਸ ਦੇ ਲਈ ਅਸੀਂ ਕਈ ਵਾਰ ਸਰਕਾਰ ਨੂੰ ਪੱਤਰ ਲਿਖ ਚੁੱਕੇ ਹਾਂ, ਕਈ ਮੀਟਿੰਗਾਂ ਵੀ ਹੋ ਚੁੱਕੀਆਂ ਹਨ ਪਰ ਅਜੇ ਤੱਕ ਕੋਈ ਹੱਲ ਨਹੀਂ ਨਿਕਲਿਆ।

 ਕਾਲਜ ਨਵੇਂ ਪ੍ਰੋਜੈਕਟ ਸ਼ੁਰੂ ਕਰਨ ਦੇ ਸਮਰੱਥ ਨਹੀਂ : ਡਾ.  ਅਜੇ ਸਰੀਨ

 ਐਚਐਮਵੀ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਡਾ.  ਅਜੇ ਸਰੀਨ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਫੰਡ ਜਾਰੀ ਨਾ ਹੋਣ ਕਾਰਨ ਕਈ ਸਮੱਸਿਆਵਾਂ ਆ ਰਹੀਆਂ ਹਨ।  ਕਾਲਜ ਕੋਈ ਵੀ ਨਵਾਂ ਪ੍ਰੋਜੈਕਟ ਸ਼ੁਰੂ ਕਰਨ ਦੇ ਸਮਰੱਥ ਨਹੀਂ ਹਨ।  ਇਸ ਸਬੰਧੀ ਐਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਕਈ ਵਾਰ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗਾਂ ਵੀ ਕੀਤੀਆਂ ਜਾ ਚੁੱਕੀਆਂ ਹਨ ਪਰ ਹਰ ਵਾਰ ਭਰੋਸਾ ਦਿੱਤਾ ਜਾ ਰਿਹਾ ਹੈ।

 ਸਕੀਮ ਦਾ ਲਾਭ ਸਿਰਫ਼ ਫ੍ਰੀਸ਼ਿਪ ਕਾਰਡ ਦੇ ਆਧਾਰ 'ਤੇ ਹੀ ਮਿਲੇਗਾ।

 ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਤਹਿਤ 2018 ਵਿੱਚ ਸਿਸਟਮ ਵਿੱਚ ਬਦਲਾਅ ਕਰਕੇ ਵਜ਼ੀਫ਼ਾ ਸਕੀਮ ਦੇ ਪੈਸੇ ਸਿੱਧੇ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਖਾਤੇ ਵਿੱਚ ਭੇਜਣੇ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ ਗਏ ਹਨ।  ਪਹਿਲਾਂ ਸਾਰਾ ਪੈਸਾ ਵਿਦਿਅਕ ਅਦਾਰੇ ਦੇ ਖਾਤੇ ਵਿੱਚ ਜਾਂਦਾ ਸੀ, ਪਰ ਹੁਣ ਇਹ ਪੈਸਾ ਸਿੱਧਾ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਖਾਤੇ ਵਿੱਚ ਜਾਂਦਾ ਹੈ।  ਇਸ ਨਾਲ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਰਕਾਰ ਤੋਂ ਪੈਸਾ ਮਿਲੇਗਾ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਫੀਸ ਕਾਲਜ ਨੂੰ ਅਦਾ ਕਰਨੀ ਪਵੇਗੀ।  ਇਸ ਦੇ ਨਾਲ ਹੀ ਸਰਕਾਰ ਨੇ ਪਿਛਲੇ ਸਾਲ ਇਸ ਨੂੰ ਬਦਲ ਕੇ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਮੁਫਤ ਸ਼ਿਪ ਕਾਰਡ ਸਕੀਮ ਸ਼ੁਰੂ ਕੀਤੀ ਸੀ।  ਹੁਣ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਫ੍ਰੀ ਸ਼ਿਪ ਕਾਰਡ ਬਣਾਉਣਾ ਹੋਵੇਗਾ, ਜਿਸ ਦੇ ਆਧਾਰ 'ਤੇ ਉਹ ਵਜੀਫਾ ਸਕੀਮ ਲਈ ਅਪਲਾਈ ਕਰ ਸਕਣਗੇ।  ਕਾਲਜਾਂ ਅਤੇ ਵਿਦਿਅਕ ਅਦਾਰਿਆਂ ਨੂੰ ਮੁਫਤ ਸ਼ਿਪ ਕਾਰਡਾਂ ਰਾਹੀਂ ਫੀਸਾਂ ਦਾ ਭੁਗਤਾਨ ਕੀਤਾ ਜਾਵੇਗਾ।  ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਦੀ ਡਰਾਫਟ ਕਾਪੀ ਵਿੱਚ ਮੁਫਤ ਸ਼ਿਪ ਕਾਰਡ ਦੀ ਕੋਈ ਵਿਵਸਥਾ ਨਹੀਂ ਸੀ।  ਕੇਂਦਰ ਅਤੇ ਰਾਜ ਸਰਕਾਰ ਵੱਲੋਂ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਾਂਝੇ ਤੌਰ 'ਤੇ ਮੁਫ਼ਤ ਸ਼ਿਪ ਕਾਰਡ ਜਾਰੀ ਕੀਤੇ ਜਾਣਗੇ।  ਸਰਕਾਰ ਨੇ ਇਸ ਸਾਲ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ ਤਹਿਤ ਫੰਡਿੰਗ ਪੈਟਰਨ ਨੂੰ ਵੀ ਬਦਲਿਆ ਹੈ।  ਇਸ ਤਹਿਤ 60 ਫੀਸਦੀ ਗ੍ਰਾਂਟ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਦਿੱਤੀ ਜਾਵੇਗੀ ਜਦਕਿ 40 ਫੀਸਦੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਦਿੱਤੀ ਜਾਵੇਗੀ।  ਇਸ ਦੇ ਨਾਲ ਹੀ ਹਰ ਸਾਲ 5 ਫੀਸਦੀ ਦਾ ਵਾਧਾ ਤੈਅ ਕੀਤਾ ਗਿਆ ਹੈ।  ਜੇਕਰ 5% ਤੋਂ ਵੱਧ ਵਾਧਾ ਹੁੰਦਾ ਹੈ ਤਾਂ ਉਸ ਫੰਡ ਦਾ ਪ੍ਰਬੰਧ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਕੀਤਾ ਜਾਵੇਗਾ।  ਵਿਦਿਆਰਥੀ ਆਸ਼ੀਰਵਾਦ ਪੋਰਟਲ 'ਤੇ ਮੁਫਤ ਸ਼ਿਪ ਕਾਰਡ ਲਈ ਅਪਲਾਈ ਕਰਨ ਦੇ ਯੋਗ ਹੋਣਗੇ।

इलेक्शन से पहले केंद्र सरकार ने जारी की पोस्ट मैट्रिक स्कॉलरशिप की राशि , अभी भी 100 करोड़ रुपए बकाया

मदन सिंह कोरोटाने चीफ ब्यूरो, जी.ए.न्यूज , 21 जनवरी , 2022 , पोस्ट मैट्रिक स्कॉलरशिप के लिए केंद्र सरकार ने चुनावों से पहले अपने हिस्से की 60 फीसदी राशि विद्यार्थियों को खाते में भेजनी शुरू कर दी है , लेकिन जालंधर के कॉलेजों की मैनेजमेंट का कहना है कि राज्य सरकार को भी अपने हिस्से का शेयर जल्द जारी करना चाहिए । वहीं पिछले तीन साल की बकाया राशि भी जारी करें । ताकि कॉलेजों की आर्थिक स्थिति में सुधार आए । स्कीम की वजह से कॉलेजों पर फाइनेंशियल तौर पर इफेक्ट हुआ है । लायलपुर खालसा कॉलेज ने पोस्ट मैट्रिक स्कॉलरशिप स्कीम के तहत सरकार से 22 करोड़ रुपए लेने हैं । एचएमवी कॉलेज ने करीब 10 करोड़ लेने हैं । दोआबा कॉलेज का 1 करोड़ 80 लाख बकाया है । सेंट सोल्जर ग्रुप का दावा है कि उनके स्कीम के तहत 26 करोड़ रुपए फंसे हुए हैं । ये पैसे पिछले तीन साल से अटके हुए हैं । कॉलेज मैनेजमेंट्स का कहना है कि पैसे नहीं मिलने की वजह से टीचिंग और नॉन टीचिंग स्टाफ के इंक्रीमेंट रुक गए हैं । कॉलेजों में एक्सपेंशन के कई प्रोजेक्ट शुरू करने थे , जोकि नहीं कर पाए । स्टाफ को सैलरी रिलीज करने में दिक्कत हो रही है । कई बार दो तीन महीने रुककर इकट्ठी सैलरी रिलीज करनी पड़ती है । अगर सरकार से रेगुलर फंड मिलने लगें तो कॉलेजों और स्टूडेंट्स दोनों की दिक्कत दूर हो जाएगी ।

2006 में लांच हुई स्कीम , 2013 के बाद पेश आई दिक्कत

 पोस्ट मैट्रिक स्कॉलरशिप स्कीम साल 2006-07 में लांच की गई थी । करीब छह साल तक सब कुछ ठीक चलता रहा लेकिन साल 2013-14 से दिक्कत आने लगी । पैसा रुकने लगा । इसके बाद 2014-15 में तो पैसा रिलीज होना ही बंद हो गया । इसके बाद रुक - रुक कर कॉलेजों को थोड़ी - थोड़ी राशि जारी हुई । इसके बाद 2017-2018 , 2018-2019 और 2019-2020 की पोस्ट मैट्रिक स्कॉलरशिप की राशि जारी नहीं हुई है । इन तीन सालों में कॉलेजों ने स्कीम के तहत स्टूडेंट्स को दाखिला तो दिया लेकिन उन्हें पैसा वापस नहीं मिला ।

कॉलेज प्रिंसिपल्स एसोसिएशन के प्रधान व खालसा कॉलेज के प्रिंसिपल डॉ . गुरपिंदर सिंह समरा का कहना है कि सरकार को पोस्ट मैट्रिक स्कॉलरशिप स्कीम के तहत फंड्स जल्द जारी करने चाहिए । क्योंकि कॉलेजों की हालत लगातार खराब हो रही है । फंड नहीं मिलने की वजह से कॉलेजों में सैलरी तक मैनेज करना मुश्किल हो गया है । उन्होंने कहा कि स्टाफ की इंक्रीमेंट नहीं हो पा रही । इसके अलावा कई काम प्रभावित हुए हैं । नए प्रोजेक्ट भी शुरू नहीं हो पाएं है । एडिड कॉलेजों के ही स्कीम के तहत सरकार के पास लगभग 100 करोड़ रुपए फंसे हुए हैं । इसके लिए हम कई बार सरकार को भी पत्र लिख चुके है कई सारी मीटिंग्स भी हुई है , लेकिन अभी तक कोई हल नहीं निकला है ।

नए प्रोजेक्ट शुरू नहीं कर पा रहे है कॉलेज : डॉ . अजय सरीन 

एचएमवी की प्रिंसिपल डॉ . अजय सरीन का कहना है कि सरकार की ओर से फंड जारी न होने की वजह से कई सारी परेशानियां आ रही है । कॉलेज कोई भी नया प्रोजेक्ट शुरू नहीं कर पा रहे । इसके लिए एसोसिएशन कई बार अधिकारियों के साथ मीटिंग भी कर चुकी है , लेकिन हर बार आश्वासन ही दिया जा रहा है ।

फ्रीशिप कार्ड के आधार पर ही मिलेगा स्कीम का लाभ ... 

पोस्ट मैट्रिक स्कॉलरशिप के तहत सिस्टम में 2018 में बदलाव करते हुए स्कॉलरशिप स्कीम के पैसे सीधे स्टूडेंट्स के खाते में भेजना शुरू किया है । इससे पहले सारा पैसा शिक्षण संस्थान के खाते में जाता था , लेकिन अब पैसा सीधे स्टूडेंट्स के खाते में जाता है । इससे स्टूडेंट्स को सरकार से पैसे मिलेंगे और स्टूडेंट्स को फीस कॉलेज को देनी होगी । वहीं सरकार ने पिछले साल इसमें बदलाव करते हुए स्टूडेंट्स के लिए फ्री शिप कार्ड योजना भी शुरू की थी । अब विद्यार्थियों को फ्री शिप कार्ड बनाना होगा , जिसके आधार पर वे वजीफा स्कीम के लिए आवेदन कर सकेंगे । फीस का भुगतान फ्री शिप कार्ड के माध्यम से कॉलेजों और शैक्षणिक संस्थाओं को किया जाएगा । पोस्ट मैट्रिक स्कॉलरशिप की ड्राफ्ट कॉपी में पहले फ्री शिप कार्ड की व्यवस्था नहीं थी । फ्री शिप कार्ड केंद्र और राज्य सरकार मिलकर विद्यार्थियों को जारी करेगी । सरकार ने इस साल पोस्ट मैट्रिक स्कॉलरशिप योजना के तहत फंडिंग पैटर्न को भी बदला है । इसके तहत 60 % ग्रांट केंद्र सरकार जबकि 40 % ग्रांट प्रदेश सरकार देगी । वहीं हर साल 5 % का इंक्रीमेंट फिक्स किया गया है । यदि 5 % से अधिक इंक्रीमेंट होता है तो उस फंड की व्यवस्था प्रदेश सरकार की ओर से की जाएगी । विद्यार्थी आशीर्वाद पोर्टल पर फ्री शिप कार्ड के लिए अप्लाई कर सकेंगे ।

 Madan Singh Korotany Chief Bureau, G.A.News , January 21 , 2022 , For post matric scholarship, the central government has started sending 60 percent of its share to the students before the elections, but the management of the colleges of Jalandhar  It is said that the state government should also issue its share soon.  Also release the outstanding amount of the last three years.  To improve the financial condition of the colleges.  Due to the scheme, there has been a financial impact on the colleges.  Lyallpur Khalsa College has to take 22 crores from the government under the Post Matric Scholarship Scheme.  HMV College has to take around 10 crores.  Doaba College owes 1 crore 80 lakhs.  St. Soldier Group claims that Rs 26 crore is trapped under their scheme.  This money is stuck for the last three years.  College managements say that due to non-receipt of money, the increment of teaching and non-teaching staff has stopped.  Many expansion projects were to be started in colleges, which could not be done.  There is a problem in releasing the salary to the staff.  Many times one has to wait two to three months and release the accumulated salary.  If regular funds start getting from the government, then the problem of both the colleges and the students will be solved.

 Scheme launched in 2006, problem faced after 2013

  The Post Matric Scholarship Scheme was launched in the year 2006-07.  Everything went well for about six years but from the year 2013-14, problems started coming.  Money stopped.  After this, in 2014-15, the release of money stopped.  After this, a small amount was released to the colleges intermittently.  After this the amount of post matric scholarship of 2017-2018, 2018-2019 and 2019-2020 has not been released.  During these three years, the colleges admitted the students under the scheme but they did not get the money back.

 Work is affected due to non-receipt of funds: Dr.  Samra

 President of College Principals Association and Principal of Khalsa College Dr.  Gurpinder Singh Samra says that the government should release funds under the Post Matric Scholarship Scheme soon.  Because the condition of colleges is deteriorating continuously.  Due to non-availability of funds, it has become difficult to manage salaries in colleges.  He said that the increment of staff is not happening.  Apart from this, many works have been affected.  New projects have not even started.  Under the scheme of aided colleges, about 100 crore rupees are stuck with the government.  For this, we have written letters to the government many times, many meetings have also been held, but no solution has been found so far.

 Principal of HMV Dr.  Ajay Sareen says that many problems are coming due to non-release of funds from the government.  Colleges are not able to start any new project.  For this, the association has also held meetings with the officials several times, but every time only assurances are being given.

 The benefit of the scheme will be available only on the basis of freeship card.

 Under the post matric scholarship, by changing the system in 2018, the money of the scholarship scheme has been started sending directly to the account of the students.  Earlier all the money used to go to the account of the educational institution, but now the money goes directly to the account of the students.  With this, the students will get money from the government and the students will have to pay the fees to the college.  At the same time, the government changed it last year and started the free ship card scheme for the students.  Now students will have to make a free ship card, on the basis of which they will be able to apply for the stipend scheme.  Fees will be paid through free ship cards to colleges and educational institutions.  Earlier there was no provision of free ship card in the draft copy of Post Matric Scholarship.  Free ship card will be issued jointly to the students by the central and state government.  The government has also changed the funding pattern under the Post Matric Scholarship Scheme this year.  Under this, 60% of the grant will be given by the central government while 40% will be given by the state government.  At the same time, the increment of 5% has been fixed every year.  If there is more than 5% increment, then that fund will be arranged by the state government.  Students will be able to apply for free ship card on Ashirwad portal.
