 ਮਲਟੀਸਟੋਰੀ ਫਲੈਟਾਂ ਨੂੰ ਹੁਣ ਟੈਕਸ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ, ਭਵਿੱਖ ਵਿੱਚ ਇਨ੍ਹਾਂ ਤੋਂ ਕਮਾਈ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ

 ਜੀ.ਏ  ਨਿਊਜ਼ ਬਿਊਰੋ ਚੀਫ਼ ਮਦਨ ਸਿੰਘ ਕੋਰੋਟਾਣੇ ਜਲੰਧਰ, 12 ਫਰਵਰੀ 2022 ਨਗਰ ਨਿਗਮ ਦੀ ਹਦੂਦ ਵਿੱਚ 2018 ਵਿੱਚ ਸ਼ਾਮਲ 12 ਪਿੰਡਾਂ ਅਤੇ ਇਨ੍ਹਾਂ ਵਿੱਚ ਆਉਂਦੀਆਂ ਤਿੰਨ ਦਰਜਨ ਦੇ ਕਰੀਬ ਕਲੋਨੀਆਂ, ਦੁਕਾਨਾਂ ਅਤੇ ਹੋਰ ਵਪਾਰਕ ਇਮਾਰਤਾਂ ’ਤੇ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਲੱਗੇਗਾ।  ਇਸ 'ਚ ਦਿੱਤੀ ਗਈ 3 ਸਾਲ ਦੀ ਛੋਟ ਖਤਮ ਹੋ ਗਈ ਹੈ।  ਹੁਣ ਨਿਗਮ ਉਨ੍ਹਾਂ ਸਾਰੀਆਂ ਜਾਇਦਾਦਾਂ ਦੀ ਸੂਚੀ ਤਿਆਰ ਕਰੇਗਾ, ਜਿਨ੍ਹਾਂ ਤੋਂ ਟੈਕਸ ਵਸੂਲਿਆ ਜਾਵੇਗਾ।  ਇਸ ਸਬੰਧੀ ਟੈਕਸ ਸੁਪਰਡੈਂਟ ਰਾਜੀਵ ਰਿਸ਼ੀ ਨੇ ਦੱਸਿਆ ਕਿ ਨਿਗਮ ਦੀ ਹੱਦ ਅੰਦਰ ਪੈਂਦੇ ਉਕਤ ਪਿੰਡਾਂ ਨੂੰ ਅਪਰੈਲ ਤੋਂ ਟੈਕਸ ਦੇ ਘੇਰੇ ਵਿੱਚ ਲਿਆਂਦਾ ਜਾਵੇਗਾ।  ਇਸ ਦੇ ਲਈ ਕੰਪਨੀ ਤੋਂ ਸਰਵੇ ਵੀ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।  ਸਰਵੇ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋਵੇਗਾ ਕਿ ਨਿਗਮ ਨੂੰ ਕਿੰਨਾ ਮਾਲੀਆ ਮਿਲੇਗਾ।  ਜੂਨ 2018 ਵਿੱਚ ਨਗਰ ਨਿਗਮ ਨੇ 12 ਪਿੰਡਾਂ ਨੂੰ ਨਿਗਮ ਦੀ ਹੱਦ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਦਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਸੀ।  ਇਨ੍ਹਾਂ ਵਿੱਚ ਖਾਂਬਰਾ, ਅਲੀਪੁਰ, ਫੋਲਦੀਵਾਲ, ਸੁਭਾਨਾ, ਧੀਣਾ, ਸੰਸਾਰਪੁਰ, ਅਲਾਦੀਨਪੁਰ, ਖੁਸਰੋਪੁਰ, ਸੋਫੀ, ਦੀਪਨਗਰ, ਰਹਿਮਾਨਪੁਰ ਅਤੇ ਨੰਗਲ ਕਰਾੜ ਖਾਂ ਦੀਆਂ ਜ਼ਮੀਨਾਂ ਸ਼ਾਮਲ ਹਨ।  ਉਸ ਸਮੇਂ ਉਨ੍ਹਾਂ ਦੀ ਆਬਾਦੀ ਲਗਭਗ 40 ਹਜ਼ਾਰ ਸੀ।  ਫੋਲਦੀਵਾਲ ਨੇੜੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਨਵੀਆਂ ਕਲੋਨੀਆਂ ਬਣ ਜਾਣ ਮਗਰੋਂ ਹੁਣ ਆਬਾਦੀ 70 ਹਜ਼ਾਰ ਤੋਂ ਟੱਪ ਗਈ ਹੈ।  ਫੋਲਦੀਵਾਲ ਦੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਨੇੜੇ ਬਣੇ ਨਵੇਂ ਬਹੁਮੰਜ਼ਲੀ ਫਲੈਟਾਂ ਨੂੰ ਵੀ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ, ਜਿਸ ਨਾਲ ਭਵਿੱਖ ਵਿੱਚ ਆਮਦਨ ਵੀ ਹੋਵੇਗੀ।

 ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਵਿੱਚ ਸ਼ਾਮਲ ਪਿੰਡਾਂ ਵਿੱਚ ਖਾਂਬੜਾ ਦੀ ਮੁੱਖ ਸੜਕ ਜਿੱਥੇ ਜਾਮ ਲੱਗੀ ਹੋਈ ਹੈ।  ਇੱਥੇ ਇੱਕ ਬਜ਼ਾਰ ਵੀ ਹੈ ਪਰ ਪੱਥਰ ਪਾ ਕੇ ਕਈ ਹਫ਼ਤਿਆਂ ਤੋਂ ਕੰਮ ਛੱਡ ਦਿੱਤਾ ਗਿਆ ਹੈ।  ਸੀਵਰੇਜ ਜਾਮ ਕਾਰਨ ਗੰਦਗੀ ਦੀ ਸਮੱਸਿਆ ਬਣ ਜਾਂਦੀ ਹੈ।

  1.90 ਲੱਖ ਪ੍ਰਾਪਰਟੀ ਮਾਲਕ ਨਿਗਮ ਲਿਮਟ ਵਿੱਚ ਟੈਕਸ ਅਦਾ ਕਰ ਰਹੇ ਹਨ

 ਦੱਸ ਦੇਈਏ ਕਿ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਨਿਗਮ ਦੀ ਆਮਦਨ ਦਾ ਵੱਡਾ ਸਰੋਤ ਹੈ।  2.92 ਲੱਖ ਸੰਪਤੀ ਕਾਰਪੋਰੇਸ਼ਨ ਸੀਮਾਵਾਂ ਵਿੱਚ ਟੈਕਸ ਦੇ ਅਧੀਨ ਹੈ, ਜਦੋਂ ਕਿ 1.90 ਲੱਖ ਜਾਇਦਾਦ ਟੈਕਸਯੋਗ ਹੈ।  ਇਸ ਵਿੱਚ ਮੰਦਰਾਂ, ਮਸਜਿਦਾਂ, ਸੈਨਿਕਾਂ, ਸਾਬਕਾ ਸੈਨਿਕਾਂ, ਦੋ ਮਰਲੇ ਦੇ ਮਕਾਨਾਂ ਆਦਿ ਲਈ ਟੈਕਸ ਮੁਆਫ਼ ਕੀਤਾ ਗਿਆ ਹੈ।  ਇਸ ਲਈ 1.90 ਲੱਖ ਦੀ ਜਾਇਦਾਦ ਤੋਂ ਟੈਕਸ ਵਸੂਲਿਆ ਜਾਂਦਾ ਹੈ।  ਹਾਲਾਂਕਿ, ਸਾਲਾਂ ਦੌਰਾਨ ਆਬਾਦੀ ਵਿੱਚ ਵਾਧੇ ਦੇ ਨਾਲ, ਨਵੀਆਂ ਇਮਾਰਤਾਂ ਦਾ ਨਿਰਮਾਣ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ.  ਇਸ ਦੇ ਨਾਲ ਹੀ ਪਿੰਡ ਨਿਗਮ ਦੀ ਹਦੂਦ ਅੰਦਰ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੀ ਲਾਈਨ, ਐਲ.ਈ.ਡੀ., ਸੀਵਰ ਲਾਈਨ ਅਤੇ ਸੜਕਾਂ ਦੇ ਨਿਰਮਾਣ ਦਾ ਕੰਮ ਵੀ ਚੱਲ ਰਿਹਾ ਹੈ।  ਯੋਜਨਾ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿੱਚ ਦੇਰੀ ਹੋਈ।  ਅਜੇ ਵੀ ਅਧੂਰੀਆਂ ਪਈਆਂ ਸੜਕਾਂ ਦੇ ਚਿੱਕੜ ਕਾਰਨ ਪੈਦਲ ਚੱਲਣ ਵਾਲੇ ਪ੍ਰੇਸ਼ਾਨ ਹਨ।  ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਲਗਾਇਆ ਸੀ।  2017 ਦੇ ਲੋਕ।  ਉਹ ਚੋਣਾਂ ਵਿੱਚ ਇਸ ਨੂੰ ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਸਨ।  ਇਸ 'ਤੇ ਕਾਂਗਰਸੀਆਂ ਨੇ ਸੱਤਾ 'ਚ ਆਉਣ ਤੋਂ ਬਾਅਦ ਟੈਕਸ ਖਤਮ ਕਰਨ ਦੇ ਵਾਅਦੇ ਕੀਤੇ ਸਨ, ਜੋ ਪੂਰੇ ਨਹੀਂ ਹੋਏ।  ਹੁਣ ਨਵੇਂ ਖੇਤਰਾਂ ਨੂੰ ਸ਼ਾਮਲ ਕਰਨ ਨਾਲ ਪੁਰਾਣੇ ਵਾਅਦੇ ਗਾਇਬ ਹਨ

 ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਦੀਆਂ ਦਰਾਂ • 2 ਤੋਂ 5 ਮਰਲੇ ਦੇ ਘਰ ਤੋਂ ਨਿਗਮ ਟੈਕਸ ਨਹੀਂ ਵਸੂਲਦਾ।

 1. ਪੰਜ ਮਰਲੇ ਦੇ ਮਕਾਨ ਵਿੱਚ ਡਬਲ ਮੰਜ਼ਿਲਾ ਬਣਾਉਣ 'ਤੇ 5 ਰੁਪਏ ਪ੍ਰਤੀ ਵਰਗ ਗਜ਼ ਦੇ ਹਿਸਾਬ ਨਾਲ ਟੈਕਸ ਲੱਗੇਗਾ।

 2. ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ ਵਿੱਚ ਸ਼੍ਰੇਣੀ ਏ, ਬੀ ਅਤੇ ਸੀ ਦੇ ਅਨੁਸਾਰ ਟੈਕਸ ਲਾਗੂ ਹੋਵੇਗਾ।  ਏ ਸ਼੍ਰੇਣੀ ਵਿੱਚ 5 ਰੁਪਏ, ਬੀ ਵਿੱਚ 3 ਰੁਪਏ ਅਤੇ ਸੀ ਸ਼੍ਰੇਣੀ ਵਿੱਚ 2 ਰੁਪਏ ਪ੍ਰਤੀ ਵਰਗ ਗਜ਼ ਦੀ ਦਰ ਨਾਲ ਟੈਕਸ ਲਗਾਇਆ ਜਾਵੇਗਾ।

 3. ਇੱਕ ਸ਼੍ਰੇਣੀ ਵਿੱਚ ਵੀਆਈਪੀ ਕਲੋਨੀ, ਬੀ ਵਿੱਚ ਮੱਧ ਵਰਗ ਕਲੋਨੀ ਅਤੇ ਸੀ ਵਿੱਚ ਝੁੱਗੀ-ਝੌਂਪੜੀ।  4 ਵਿੱਚ 50% ਦਾ। ਪ੍ਰਾਈਵੇਟ ਸਕੂਲ ਟੈਕਸ ਤੋਂ ਮੁਕਤ ਹਨ ਅਤੇ ਧਾਰਮਿਕ ਸਥਾਨ ਟੈਕਸ ਜਾਲ ਵਿੱਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹਨ।

 5. ਜਿਸ ਔਰਤ ਦੇ ਪਤੀ ਦੀ ਮੌਤ ਹੋ ਗਈ ਹੈ, ਉਸ ਨੂੰ ਪੰਜ ਹਜ਼ਾਰ ਰੁਪਏ ਦੀ ਟੈਕਸ ਛੋਟ ਮਿਲੇਗੀ।  ਅਸਲ ਵਿੱਚ ਜਦੋਂ ਕੋਈ ਖੇਤਰ ਨਿਗਮ ਦੇ ਹਿੱਸੇ ਵਿੱਚ ਸ਼ਾਮਲ ਹੁੰਦਾ ਹੈ ਤਾਂ ਉਸ ਤੋਂ 3 ਸਾਲ ਬਾਅਦ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਵਸੂਲਿਆ ਜਾਂਦਾ ਹੈ।  ਦੂਜੇ ਪਾਸੇ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਪਹਿਲਾਂ ਹੀ ਅਧੂਰੀ ਸੜਕ, ਵਾਰਡਬੰਦੀ ਦੀ ਘਾਟ, ਵਿਕਾਸ ਕਾਰਜਾਂ ਵਿੱਚ ਹੋ ਰਹੀ ਦੇਰੀ ਕਾਰਨ ਲੋਕ ਪ੍ਰੇਸ਼ਾਨ ਹਨ।

 G.A.News, Chief Bureau, Madan Singh Korotane, Jalandhar, February 12, 2022, 12 villages included in the limits of the Municipal Corporation in 2018 and about three dozen colonies, shops and other commercial buildings falling in them will be subject to property tax.  The relaxation of 3 years given in this has ended.  Now the corporation will prepare a list of all the properties from which tax will be collected.  In this regard, the tax superintendent Rajiv Rishi told that the said villages falling within the corporation limits will be included in the tax net from April.  For this, a survey is also being started from the company.  It will be clear from the survey how much revenue the corporation will get.  In June 2018, the Municipal Corporation had issued a notification to add 12 villages within the limits of the corporation.  These include the lands of Khambra, Alipore, Foldiwal, Subhana, Dhina, Sansarpur, Aladdinpur, Khusropur, Sofi, Deepnagar, Rehmanpur and Nangal Karr Khan.  Their population at that time was estimated to be about 40 thousand.  Now the population has crossed 70 thousand after a large number of new colonies built near Foldiwal.  The new multistorey flats built near the sewerage treatment plant of Foldiwal are also exempted from property tax, which will also generate income in future.

 The main road of Khambra in the villages included in the property tax, where the road is jammed.  There is a market here, but the work has been abandoned for several weeks by pouring stones.  Sludge becomes a problem due to sewerage jam.

  1.90 lakh property owners are paying tax in corporation limit

 Explain that property tax is a major source of income of the corporation.  In corporation limits, 2.92 lakh assets are subject to tax, while 1.90 lakh assets are taxed.  In this, tax is waived for temples, mosques, soldiers, ex-servicemen, houses of two marles, etc.  Hence tax is recovered from 1.90 lakh property.  However, over the years, due to the increase in population, new buildings are being constructed.  At the same time, the construction work of drinking water line, LED, sewer line and roads is also going on in the village corporation limits.  There was a delay in implementing the plan.  Pedestrians are troubled by the mud from the still unfinished roads.  Akali-BJP government had imposed property tax.  People of 2017.  They were demanding its cancellation in the election.  On this, the Congressmen had made promises to abolish the tax after coming to power, which were not fulfilled.  Now the inclusion of new areas is missing the old promises.

 Property Tax Rates •The corporation does not collect tax from the house of 2 to 5 Marla.

 1. On construction of double storey in five marle house, tax will be made at the rate of Rs 5 per square yard.

 2. Tax will be applicable according to category A, B and C in residential colony.  Tax will be made at the rate of Rs 5 per square yard in A category, Rs 3 in B and Rs 2 per square yard in C.

 3. VIP colony in one category, middle class colony in B and slum in C.  of 50% in 4. Private schools are tax exempt and religious places are not included in the tax net.

 5. A woman whose husband has died, she will get a tax exemption of five thousand rupees.  In fact, when an area is included in the corpus of the corporation, then property tax is recovered after 3 years from it.  On the other hand, during the assembly elections, people are already upset due to incomplete road, lack of wardbandi, delay in development works.

मल्टीस्टोरी फ्लैट अभी टैक्स से अछूते , भविष्य में इनसे भी कमाई संभव

जी.ए. न्यूज, चीफ ब्यूरो, मदन सिंह कोरोटाने ,जालंधर , 12 फरवरी , 2022, नगर निगम की हद में 2018 में शामिल किए गए 12 गांवों तथा इनमें पड़ती तीन दर्जन के करीब कॉलोनियों , दुकानों व बाकी व्यापारिक इमारतों को प्रॉपर्टी टैक्स लगेगा । इसमें मिली 3 साल की छूट खत्म हो गई है । अभी निगम सभी जायदादों की लिस्ट तैयार करेगा , जिनसे टैक्स की वसूली होगी । इस संबंध में टैक्स सुपरिंटेंडेंट राजीव ऋषि ने बताया कि निगम हद में आने वाले उक्त गांव अप्रैल से टैक्स के दायरे में शामिल हो जाएंगे । इसके लिए कंपनी से सर्वे भी शुरू करवाया जा रहा है । सर्वे से साफ हो जाएगा कि निगम को कितना रेवेन्यू मिलेगा । नगर निगम ने जून , 2018 में 12 गांवों को निगम की हद में जोड़ने का नोटिफिकेशन जारी किया था । इनमें खांबड़ा , अलीपुर , फोलड़ीवाल , सुभाना , धीना , संसारपुर , अलादीनपुरं , खुसरोपुर , सोफी , दीपनगर , रहमानपुर और नंगल करार खां की जमीनें शामिल हैं । इनकी आबादी उस समय करीब 40 हजार आंकी गई थी । अब फोलड़ीवाल के पास बनी बड़ी गिनती में नई कॉलोनियों बाद आबादी 70 हजार को पार कर चुकी है । फोलडीवाल के सीवरेज ट्रीटमेंट प्लांट के पास जो नए मल्टीस्टोरी फ्लैट बने हैं , वे भी प्रॉपर्टी टैक्स से अछूते हैं , इनसे भी भविष्य में कमाई होगी । 

प्रॉपर्टी टैक्स में शामिल गांवों में खांबरा की मेन रोड , जहां रोड जाम लगता है । यहां मार्केट है , लेकिन पत्थर डालकर कई हफ्ते से काम छोड़ा गया है । सीवरेज जाम से कीचड़ परेशानी बन जाता है ।

निगम नगर  हद में 1.90 लाख संपत्ति मालिक दे रहे टैक्स 

बता दें कि प्रॉपर्टी टैक्स नगर निगम की आय का बड़ा स्त्रोत है । निगम हद में 2.92 लाख संपत्ति टैक्स के दायरे में हैं , जबकि 1.90 लाख संपत्ति से टैक्स वसूली की जाती है । इसमें मंदिर , मस्जिद , सैनिक , भूतपूर्व सैनिक , दो मरले के घर आदि का टैक्स माफ है । इसलिए 1.90 लाख संपत्ति से टैक्स वसूली की जाती है । हालांकि बीते वर्षों में आबादी बढ़ने से नए भवनों का निर्माण किया जा रहा है । वहीं गांव निगम हद में आने पेयजल लाइन , एलईडी , सीवर लाइन और सड़कों का निर्माण कार्य भी जारी है । योजना लागू करने में देरी हुई । अभी अधूरी बनी सड़कों से कीचड़ से राहगीर परेशान हैं । अकाली - भाजपा सरकार ने प्रॉपर्टी टैक्स लगाया था । लोग 2017 के . चुनाव में इसे रद्द करने की मांग कर रहे थे । इस पर कांग्रेसियों ने सत्ता में आने के बाद टैक्स रद्द करने के वादे किए थे , जो पूरे नहीं हुए । अब नए एरिया शामिल करने से पुराने वादे याद आ रहे हैं ।

प्रॉपर्टी टैक्स की दरें • नगर निगम 2 से 5 मरले के मकान से टैक्स वसूली नहीं करतो । 

1. पांच मरले मकान में डबल स्टोरी का निर्माण करने पर 5 रुपए प्रति वर्ग गज के हिसाब से टैक्स बनेगा । 

2.  आवासीय कॉलोनी में ए , बी और सी कैटेगरी के हिसाब से टैक्स लागू होगा । ए कैटेगरी में 5 रुपए वर्ग , बी में 3 रुपए और सी में 2 रुपए वर्ग गज के हिसाब से टैक्स बनेगा । 

3. एक कैटेगरी में वीआईपी कॉलोनी , बी में मध्यम वर्गीय कॉलोनी और सी में मलिन बस्ती को रखा है । में 50 % की 4. निजी स्कूलों से टैक्स छूट है और धार्मिक स्थल टैक्स के दायरे में शामिल नहीं है ।
